To protect the health, safety and well-being of persons and property by imposing restrictions on the keeping and running at large of dogs within the Town. To provided shelter services for dogs that are found at large, stray, lost, unwanted or otherwise, within the Town of Horseheads. To provide suitable dogs for adoption with extra care given to ensure the proper match between the dog and it's adoptive family. To provide euthanasia services after all considerations are made, in a compassionate and professional manner.

| Dog Control Services

Horseheads Dog Control consists of a full-time Dog Control Officer and a part-time staff providing services Monday through Friday from 8:00a.m. To 4:00p.m. and at other times, if the situation warrants action. Horseheads Dog Control responds to complaints regarding but not limited to dog(s) at large, problems with dogs engaging in loud behavior, dogs that are damaging property, chasing or harassing people, chasing motor vehicles, and/or dogs that are creating a nuisance by their defecating, urinating or digging on public/private, property. Horseheads Dog Control also responds to calls of found, lost or unwanted dogs. We will, to the best of our ability, try to assist anyone with any animal related problem.

The Horseheads Animal Shelter is a municipal shelter which deals with the impoundment of stray and unwanted dogs, as well as, dogs found at large in accordance with the local dog ordinance. We also assist with the intact of a small number of unwanted cats. We take serious pride in assuring that the most appropriate care possible will be given to each and every dog and cat that is impounded at the Horseheads Animal Shelter. Anyone interested in adopting an animal must first be approved by application. A HYS dog license must then be obtained and the appropriate fees paid.
